Diversity of opinion and world peace are closely interconnected.
The current lack of opinion diversity threatens our peaceful coexistence.
These interrelations require public and fair discourse.
On October 1, 2025, at 10:00 AM, the Federal Administrative Court in Leipzig in Germany will address the question of whether public service broadcasting (PSB) has structurally failed in its duty to ensure diversity of opinion. (Case No: BVerwG 6 C 5.24)
This press release announces the formation of a Forum for Constructive Criticism of Public Service Broadcasting.
Our forum, composed of more than hundred socially engaged individuals, aims to raise public awareness that the issue of opinion diversity is a key determinant of our societies’ future. We appeal to your support in this vital public discourse.
Diversity of opinion is the foundation of democracy and peace.
All three are interdependent.
The current deficits in opinion diversity within PSB have not yet been acknowledged by those responsible. At the same time, these officials refuse to engage in open discourse on this important issue.
This Forum of Constructive Supporters and Critics of PSB brings together a variety of initiatives and voices that seek to restore a reliable and transparent platform for opinion diversity within public broadcasting. We are convinced that only a fundamentally renewed PSB can regain the public’s trust.

For Diversity of Opinion in a Renewed Public Broadcasting System (PSB)
Without comprehensive reporting that reflects a range of perspectives and viewpoints, neither democratic decision-making nor peaceful resolution of differing interests is possible.
Public broadcasting bears great responsibility for shaping public opinion and for the proper use of our broadcasting fees.
Our Forum for Constructive Criticism
aims with this declaration to establish a content-rich and growing framework of individuals and initiatives.
Opinion diversity within PSB lies at the heart of democracy and freedom of the press and broadcasting.
The independence of PSB, as an element of the separation of powers, is essential for the future of our democracy.
Public service broadcasting in Germany is in need of reform-and capable of being reformed.
Transforming PSB into a platform for genuine diversity of opinion is a political decision.
This decision is a prerequisite for the necessary structural reform.
Structural reform can only succeed once a broad political consensus for true opinion diversity is achieved.
Our Forum seeks to contribute to this essential public discourse.
The obligatory license fee for PSB, in our vision for the future, can become a pillar of our independence.
It can evolve into a true “democracy contribution” that enables us, through financial independence, to resist politically or economically motivated manipulation.
