Prior to his current appointments, Dr. Cong was a professor of computer science at California Polytechnic State University, San Luis Obispo, from 1996 to 1998. During this period, he contributed to curriculum development and research initiatives while guiding students in advanced computer science topics. From 1991 to 1996, he held the position of professor of computer science at South Dakota State University, where he focused on theoretical computer science and parallel computing.
Dr. Cong’s academic foundation includes a Doctor of Philosophy in computer science from The University of Texas at Dallas, earned in 1991, and a Bachelor of Science in computer science from Nanjing University in Nanjing, China, completed in 1982. Complementing his formal degrees, Dr. Cong holds the designation of a certified CMMI high-maturity lead appraiser from the CMMI Institute of ISACA. Throughout his career, Dr. Cong has been recognized with numerous honors for his contributions to academia, research, and service. Additionally, he received Outstanding Faculty Recognition Awards for Service from the same institution between 2003 and 2006, as well as Outstanding Faculty Awards for Research and Creative Activities from 2002 to 2005. Dr. Cong’s journey into applied software engineering was shaped by a transformative professional leave from academia in the late 1990s, when he served as the chief technology officer of Angel Engineer Inc., a Silicon Valley startup. This role provided him with firsthand exposure to industry practices and highlighted the gap between academic instruction and real-world software development, a realization that prompted him to expand his focus toward applied software engineering, process improvement and industry engagement upon returning to academia.
Reflecting on his career, Dr. Cong attributes his success to several key influences: the discipline and sense of prioritization instilled by his mother, a fellow professor; his ability to adapt to change within the evolving software landscape; and guidance from mentors, including his high school mathematics teacher and his doctoral adviser, Dr. Hal Sudborough.
