Mr. Dobbins began his career as a communications officer in the U.S. Air Force from 1962 to 1965. While in uniform, he worked on the first computerized command and control system during the Cuban Missile Crisis, replacing the previously used teletype machines. Following his military service, he embarked on a long tenure with IBM’s Federal Systems Division as a senior system analyst from 1965 to 1987. During this period, he volunteered with the IEEE and chaired a working group that developed IEEE Standard 982.1 and Handbook 982.2, earning him senior member status. In 1987 and again in 1988, he was invited by the French Embassy to visit France as a state guest to discuss his work in software quality assurance and software reliability.
In 1986, Mr. Dobbins became president of SQE Inc. while also serving as a consultant for NCR Corporation. He later joined American Management Systems as principal and director of the Software Quality Engineering Division for one year. Some of his early roles include senior member of the professional staff at SRA International Inc., program manager at ANSER Corporation and multi-disciplinary engineer at MITRE Corporation. He has also contributed to academia through a professorship in system acquisition management at the Defense Acquisition University from 1989 to 2003 and a short stint at Loyola University as a lecturer in math.

He is also proud of his research during his doctoral studies studying critical success factors of management in various companies and organizations.
Mr. Dobbins’s educational background has been influential in his career achievements. He earned a Doctor of Philosophy in program management of science, technology and innovation from The George Washington University in 2000 and a Master of Science in information systems at Strayer University, summa cum laude, in 1994. He also holds a Bachelor of Science in physics from Loyola University New Orleans, was admitted to the Virginia State Bar in 1972 through Virginia’s Law Reader Program, and professional certifications as a Project Management Professional and Certified Quality Analyst.
Outside his professional life, Mr. Dobbins has been actively involved in civic organizations, such as Mensa, the Knights of Columbus, and the Tunnel to Towers Foundation. He also served on the board of examiners for the Malcolm Baldrige National Quality Award and taught adult education mathematics at Barksdale Air Force Base during his military service.
Mr. Dobbins has been recognized for many of his career achievements. His accolades include a Navy Commendation in 1976 and the Apollo Achievement Award from NASA in 1969. He is also an accomplished author, with his publications including, “Hunting Saleh,” “Take My Hand” and “Software Quality Assurance and Evaluation,” among many other works.
Outside his professional endeavors, Mr. Dobbins cherishes spending time with his wife and five children and enjoys writing, teaching adult education at church and hosting a podcast in his free time. Looking ahead, he aims to provide consulting services to program managers, helping them achieve success by leveraging his expertise in project management and software quality assurance.
