He additionally co-founded Nakamoto & Turing Labs in New York City in 2018, where he continues to drive research and development initiatives in emerging technologies.
Earlier in his career, Dr. Li gained valuable industry experience at Qualcomm in Bridgewater, New Jersey, from 2012 to 2018. He progressed through roles as an intern, a senior research engineer, and a staff research engineer, contributing to advancements in wireless communications and embedded systems.
Throughout his professional journey, Dr. Li has been recognized for several significant achievements. He has been granted more than 200 patents in telecommunications, blockchain, and decentralized artificial intelligence. His expertise and leadership have also led him to serve as president of the Science and Technology Economic Committee for the China-US Chamber of Commerce in New York since 2022.
Dr. Li’s academic background has been instrumental in shaping his career trajectory. He earned a Doctor of Philosophy in electrical engineering with a minor in mathematics, where he developed foundational knowledge that underpins his research and teaching activities.

Dr. Li’s work has been widely recognized with numerous awards, including Best Oral Presentation at the International Conference on Electronics, Communications and Networks in Taiwan in 2017; the PhD Research Excellence Award from Iowa State University in 2013; the Rosenfeld International Scholarship in 2012; Honorable Mention at the Mathematical Contest in Modeling in the United States in 2007; MediaTek Inc. & Wu Ta You Scholar Award from National Tsinghua University and MediaTek Inc., Taiwan in 2007; and ten Qualstar Awards at Qualcomm from 2013 to 2018.
He is also an accomplished author, having published “Reinforcement Learning for Cyber Physical Systems” with Chapman & Hall/CRC in 2019.
